ITANAGAR, Sept 27: The failure of capital police to protect media houses and journalists in Arunachal was today raised by Trinamool Congress MLA Laeta Umbrey in the floor of the Assembly today.

Participating in the question hour, Umbrey, one of the most vocal opposition leaders, asked why state government did not took any steps knowing very well in the month of October 2010 that Tongam Rina, the associate editor of The Arunachal Times (AT) was given death threat by unknown people.

Umbrey further said that despite state government assuring all possible security to media houses in the wake of attack on Rina, the criminals attacked two employees of AT on September 11 virtually challenging the security officials of capital. Umbrey asked whether any arrest has been made in connection with shooting of Tongam and what are the steps taken by state government to provide security to media personnel of state?

Responding to the question, Chief Minister Nabam Tuki, who is also holding  the charge of Home Minister informed that no arrest has been made so far in shooting incident. However, he said, state police have interrogated 13 suspected persons and 10 witnesses have also been examined till now. The investigation officer has seized the bullet which was fired upon Rina and the same has been sent to FSL for expert opinion, the CM informed. He further added that the case has been handed over to Central Bureau of Investigation (CBI) for further investigation.

Tuki also stated that as part of security measure to media houses, government has deployed police constable at all media houses from 1 PM to 11 PM as per the demand of Arunachal Press Club and Arunachal Pradesh Union of Working Journalist (APWUJ).  The Arunachal Times has been provided armed guards round the clock, CM further informed.

 

 

Govt constitutes committee on Panchayat poll

ITANAGAR, Sept 27: The Arunachal Pradesh government has constituted a committee to examine the constitutional provision and rulings of Supreme Court and high courts on holding or deferment of panchayat elections, Chief Minister Nabam Tuki informed the assembly today.

An early decision would be taken on the conduct of panchayat election in the state after the government examined the report of the committee headed by Panchayati Raj secretary B R Babu which was likely to submit it by October 10, the chief minister said. Tuki, quoting Article 243E of the Constitution said that the tenure of panchayati Raj has been fixed for five years and election should be held immediately after completion of the term. "As per Election Commission guidelines, panchayat elections cannot be deferred unless there is an emergency related to law and order and natural calamity," Tuki said.

On delimitation of panchayat constituencies, Tuki said that the cabinet has decided that delimitation should be done by the state election commission as per Centre's directives. He said, a problem was faced as the 2011 census report containing village-wise population was yet to be published on the basis of which delimitation has to be done.  "In the recent past, delimitations were done in some panchayat constituencies without following the rules and as a result many delimitation orders were challenged in high court. The next delimitation will be done strictly as per the Arunachal Pradesh Panchayati Raj Act, 1997," he said. Tuki was responding to a private member resolution brought in the house requesting the state government to defer the panchayat election slated for April-May next year considering defects in the present panchayat constitution. The resolution was moved by MLAs Tani Loffa, Techi Kaso, Tapuk Taku, Kumsi Sidisow and Bamang Felix. The resolution was supported by many of the legislatures including ruling Congress MLAs. However after details discussion, it was withdrawn at Tuki's request.

Chief Minister also informed that the government was contemplating to regularize all government land occupied by government-run institutions and establishments in the state.

Responding to the question during question hour raised by Trinamool Congress member Laeta Umbrey, Tuki while admitting large scale encroachment on government land especially in the capital complex and district headquarters informed that the state cabinet recently decided to regularize such land to stop encroachment. The state government has already constituted a committee to examine encroachment in government land and will take action accordingly after the committee submits its report, Tuki said. He said, the state government had already framed policies and plans for urban township and city development and also enacted building construction laws.

Raising the question in the house Umbrey said that the cabinet decision was misinterpreted by the people and they went on encroaching available land within government quarters which raised public outcry. He called on state government to withdraw the unpopular decision taken by cabinet to regularize the encroachment land. Instead, he suggested ruling government to frame stringent law so that no one dares to encroached government land. However, Tuki informed the house that the state government was yet to finalize policy guidelines on regularization of government land. PTI with input from ATNS.

‘AC not working’

The air-condition system of Arunachal Legislative assembly today stopped functioning giving tough time to the legislators, officials and press persons who came to attend the first day of 3 days assembly session which began today. According to the Assembly staff, the AC is not working due to damage and efforts are being made to repair it at the earliest.

Many of the legislators have expressed displeasure over non-functioning of AC and many of them were complaining to Assembly staff.

 

 

Govt tables bill for tiger protection

ITANAGAR, Sept 27: Three days after a Royal Bengal Tigress was killed and hacked to pieces at Itanagar zoo, the Arunachal Pradesh government today introduced a Bill in the state assembly for protection of the big cats.

The Arunachal Pradesh Forest and Special Tiger Protection Forces Bill 2012 was introduced by Chief Minister Nabam Tuki, who also holds the Environment and Forest portfolio, during the first day of the three-day Assembly session.

The bill would provide scope for constitution and regulation of Arunachal Pradesh Forest Protection Force and Arunachal Pradesh Special Tiger Protection Force, for better protection and security of forests, forest produce, forest infrastructure besides, wildlife inside and outside the forests and tigers and other wild animals in tiger reserves. Miscreants killed Oni, a third generation Royal Bengal tigress, in her enclosure on Monday night and left with the flesh without taking the valued teeth, skin and claws, leaving the zoo officials in a dilemma about the motive behind the gruesome act.

The other important bills introduced in the assembly included Arunachal Pradesh Property Rights to Slum Dwellers Bill 2012, moved by Urban Development Minister Rajesh Tacho, The Arunachal Pradesh Maintenance of Parents and Senior Citizens rules 2012, by Social Welfare Minister Newlai Thingkhatra, The Arunachal Pradesh Factories Rules 2012 and The Arunachal Pradesh Boilers Rules 2012 by industry minister Tapang Taloh, The Himalayan University, Itanagar (Arunachal Pradesh) Bill 2012 and The Apex Professional University Bill 2012, moved by Education Minister Bosiram Siram.

Reading FC coaches to arrive Arunachal to hunt talent

ITANAGAR, Sept 27: In what can be termed as another important achievement of Chief Minister Nabam Tuki in his less-than-a-year tenure, one of the leading football clubs of Europe – the Reading FC – is sending two highly qualified coaches to Arunachal Pradesh on September 30 next. This has come as a boon for the football frenzy state, more so as the Tadar Tang Memorial State Level Football Tournament is currently underway at Rajiv Gandhi Stadium, Naharlagun.

A four-member delegation of Reading FC, including its CEO and Director from UK had earlier called on Tuki at New Delhi and expressed keen interest to explore football potential in the state as well as personally groom promising local players.

In a letter to the Chief Minister’s Office here, Tomo Nomuk, Advisor of Reading FC, said, “As per our discussion with the Chief Minister of Arunachal Pradesh on the 8th of September in New Delhi, I am pleased to inform you that Reading Football Club is sending two highly qualified and very well known Coaches from Reading FC on the 30th of this month to assess Arunachal Football and watch the semifinals and the final of the Tadar Tang Memorial Tournament. The Coaches are Eamonn Dolan, Director of Reading Football Academy and his Deputy Lee Heron.”

Normally the Director of Reading Football Academy doesn’t travel but just because the Chief Minister was so enthusiastic about football, the Reading FC is sending him personally, the letter informed.  In the meeting at New Delhi the Reading FC had offered to send two coaches immediately on its own expense for preliminary assessment. The Club observed that as the most sought after state level football tournament is on it was the right time to assess local potential.

If the Reading FC Coaches see that there is a huge potential in Arunachal Pradesh, it would place two qualified coaches in the state on a permanent basis to train as well as hunt for talents. All the talented players will then be trained at the highest level at Reading Football Academy in the UK free of cost.

Reading FC Football Academy has one of the best training facilities in the world with more than 100 highly qualified football coaches.

MP Takam Sanjoy, who is also the President of Arunachal Pradesh Football Association, Nomuk, Advisor Reading FC, a native of Arunachal and residing in UK, are coordinating the endeavor.

 

 

ANSU resents poor educational infrastructure

ITANAGAR, Sept 27: Pall of gloom descended over a team of All Nyishi Students Union (ANSU) members when they undertook a week long ‘educational, health and social awareness tour’ at the nook and crannies of East Kameng, often dubbed as one of the most backward districts of Arunachal Pradesh.

Poorly maintained schools devoid of windows, doors, table, benches and even rooftop greeted them when they visited schools of the district. Barring few schools such as the Kasturba Gandhi Balika Vidyalaya in Chayangtajo and Eklavya Model Residential School at Bana (constructed through a central govt fund) rest are skeletal structures of a normal school building.

Other dismal development that ANSU noted was the ‘chronic bad roads’ especially the 81 km Seppa-Chayangtajo road which is taking ages to complete and the erratic power supply. Poorly maintained health centres including the district hospital Seppa could not escaped ANSU’s notice.  The ‘educational, health and social awareness tour’ that started on September 15 and concluded in September 24 was divided into 4 groups taking into vastness of the district.

ANSU president Sikka Gapak, health & social service secretary Demo Gyadi, art & cultural secretary Bamang Taniang and co-convenor Toko Kena covered Pipu and Gyawepurang area while vice president and campaign chairman Tagru Tame, asst. general secretary Raja Dodum, asst. games & sports secretary Nangram Pentam along with the All Pipu Chayangtajo Gyawepurang Sawa Students Union president Rahim Yangfo led another team to cover Fote Yangfo, Chayantajo and Nari camp.  

On the other hand, general secretary Arjun Panye, finance secretary Takam Tayam and auditor Pitam Dolo covered Bameng and Khenewa while sports secretary Doni Rimo and branch students union covered Bana,Pakoti and Richukrong area.  Education secretary Doni Dodum led a team and covered Rillo near Pakke Kessang.

After organizing meeting and awareness camps in the interiors, ANSU held two-day mega health camp at Govt Hr Secondary School, Bazarline, Seppa on September 21 and 22 last. The medical camp registered 1087 patients altogether wherein health & family welfare minister Atum Welly also attended.   

During the free check-up, various ailments were diagnosed by team of specialists consisting of Dr Taw Kaki (medicine), Dr Lala Wage (dental), Dr Todak Taba (gynae), Dr Tana Jessy (paediatrician), Dr Tabu Muri (ortho) beside Dr Kapu Sopin (medical officer). The patients were distributed free medicines.

The weeklong awareness camp concluded at Seijosa with a massive meeting on September 24 last where panchayat leaders, general public, student and departmental staff attended.

The team also noted non-payment of salaries to the teachers of Eklavya Model Residential School at Bana and which is being run by VKV workers, non-upgradation of Chayantajo govt secondary into higher secondary despite it being one of the oldest schools of the state and non- issue of LPC to the public in the Seijosa area.  

After compiling the lists of shortcomings that they found during the tour, the ANSU team will meet concern ministers including the CM for its  immediate reddressal.

 

 

FCI clarifies AAPSU’s allegation

ITANAGAR, Sept 27: The Executive Director (NE) Pinuel Basumatary did not make any allegation against AAPSU in his ‘report’ to CMD, FCI in connection with Anupam Lahiri, General Manager, FCI AP region, clarified, General Manager (NE) , Zonal Office, FCI, Guwahati.

“ The ED had written to CMD, FCI based on reports from GM, AP Region, and S K Saheb, Deputy General Manager, Itanagar. The immediate reason for the communication was a nasty incident of physical assault on an FCI staff in Itanagar on September 3, 2012,” the GM said in a release.

The ED had reported the said incident of 3rd September to Chief Secretary, AP requesting him to provide security to FCI staff in Itanagar. It is his responsibility as head of FCI’s North East Zone comprising all the North Eastern States, to ensure that FCI officers are safe in the discharge of their duties.

The ED has indeed devoted himself since his taking over the responsibility to improving the availability of PDS stock in the State and continues to monitor and support the performance of the Regional Office at Itanagar on a daily basis. His effort has borne fruits which is evident from the improvement in induction, issue of stock to PDS, and stock in the godowns in the State. The average godown capacity utilization in September 2011 was 21% which had declined in December to as low as 7%. In contrast, the utilization as of 25 September 2012 has increased to 76% - it was in fact as high as 99% before the offtake by State Government for the month. As on 25 September 2012, FCI has in its godowns 46 days’ stock each of rice and wheat and 51 days’ stock of sugar. This position is indeed unprecedented. Besides, it is not a fact that Basumatary has not visited Arunachal Pradesh, the release said.

“As regards to quantity of allocations of rice, wheat and sugar not being enhanced despite increased population, it clarified that allocations are made by Government of India based on State Government proposals. FCI’s responsibility is to implement Government’s decisions in this regard.”

Regarding the demand from AAPSU for regularization of State Government employees working in FCI on deputation, the  release clarified that it is a policy matter of Government of India. It further appreciated AAPSU for condemning attack on FCI staff.

It is affirmed that FCI will continue to perform its mandate for supplying PDS foodgrains to all states and there is no question of not serving the people of any state,  the release added.

 

 

People oppose recent alignment of BG railway

RUKSIN, Sept 27: The people of Ruskin Sub-division in East Siang district have opposed the recent road survey alignment for extension of Broad Gauge (BG) railway line from Murkongselek (Assam) to Pasighat town of Arunachal Pradesh.

The people including the PR leaders of the area, in a written statement, stated that the proposed BG railway line would severely affect the poor farmers, who are fully dependant on agricultural activities. According to them, the recent survey/alignment carried out by NF Railway early this year covered a large portion of WRC fields and horticulture gardens belonging to indigenous farmers of villages in Ruksin, Silley and Pasighat circles. They also said that the proposed railway would render many poor villagers landless.

People from different villages under Ruksin sub-division recently assembled at Ngorlung village, where the likely affects of the proposed BG railway line was discussed. In the meeting, a committee was constituted in the name of Railway Survey Affected Land Owners Committee (RSALOC) to take up the matter with the Arunachal state government as well as the Indian Railway authorities.

Meanwhile, the RSALOC moved the higher ups of the Indian Railway authority to construct the BG railway as per survey conducted in 1969 or 1974. It said that the common people have no complaint to execute the project along the routes indicated in the earlier surveys.

It may be mentioned that the Northeast Frontier Railway (NFR) authority started survey for gauge conversion work from September last year. Sources said that construction of the BG line is scheduled to be completed by the last part of January next year. The BG railway is said to be extended up to historical Pasighat town of Arunachal, located at a rail route distance of 26.5 km from Murkongselek in Assam out of which 24.5 km falls in Arunachal territory. The Rangia- Murkongselek BG conversion (with extension up to Pasighat) project was one of the two major rail projects in Northeast announced by Prime Minister Manmohan Singh during 2010. The estimated cost of the project is Rs 915.70 crore.

 

 

2 bodies recovered at Lohit, toll rises to five

Tezu, Sept 27: The bodies of Swapna Thapa, who was caught in landslide at Tidding few days back, and another person Badang Chai, who was swept away by flood water of Durra nallah in the current flood were found today.

The body of Swapna was recovered from Kalikhola, below the confluence of Lohit and Digaru rivers while the body of Badang was recovered from Changliang area, informed Lohit district administration in a release adding that search operation for a missing person was on.

With the recovery of the bodies, the death toll in current flood in Lohit rose to five.

Briefing about the latest flood situation in the district, the release informed that people who had taken shelter in relief camps, have started to return to their homes barring people from two relief camps in Mahadevpur. The district administration has prepared plans to provide immediate relief to those victims, who were rendered homeless in the flood.

Road communication to Tezu remained still cut off from the rest of the country for the ninth consecutive day today. However, BRO is working on war footing to restore road communication. Water supply and electricity are yet to be restored in Tezu and Sunpura which might take a month or two as electric poles have been uprooted and mini hydel projects damaged.

Normal life is adversely affected due to acute shortage of all essential items, including kerosine and cooking gas. Potable water supply is maintained through water tankers to various localities in the township.

Veterinary team have been rushed to Namsai where there was report of livestock ailments. Medical teams are also working in entire district to control outbreak of diseases after the floods.

Meanwhile, the high level team headed by WRD Minister Newlai Tingkhatra and Education Minister Bosiram Siram yesterday conducted aerial survey for the second day in flood affected Roing, Dambuk, Paglam, Nari, Ruksin and Pasighat areas.

At Pasighat, the team made field survey at Sibo Korong (river) near Boying village, Poklek River between Pasighat-Koyu Road, Tolon River in Yagrung Village, eroding Siang River at 21 Mile, Pasighat and Siku Bridge between Pasighat-Mebo Road.

Reportedly, the current wave of flash flood has damaged many weight rice cultivation fields, MIC, MIP, agriculture-horticulture crops, fish ponds and dwelling houses and places at Pasighat, Mebo, Namsing, Ruksin, Bilat, Nari, Koyu, Pangin and Boleng circles.

East Siang DC RK Mishra, who is monitoring the situation along with other key departments of the district, informed that the incessant rainfall flooded the Pasighat Sadar circle. Informing about the efforts to clear the stagnant water in Pasighat township, the DC suggested for proper drainage system within the township and broadening of Pane Korong river to control overflow of water during heavy rainfall. The DC also informed that road communication between Pasighat-Pangin Road, Pasighat-Dambuk Road and Pasighat-Ledum-Tene Road have been cut off since last September 23 due to breach of roads.

While interacting with the district officials and public, the WRD minister handed over Rs 10 lakhs for the district and Rs five lakhs, particularly for Mebo sub-division as immediate relief measure; and sanctioned Rs 15 lakhs from ERF for flood control.

Lauding the district administration for taking prompt steps during the crisis, he asked them to submit a detailed report of damages/lost with proper documentation. He assured to make a proposal of Rs 50 crore for flood control at Sibo Korong and Siang River (21 Mile).

Siram dwelt at length on the survey made by the team in various areas and assured to take up the matter with the higher authority. He also informed that the central government has assured to send an expert team to assess all the damages in the state.

The local panchayat leaders informed the survey team that the overflow of Poklek and Tolon Rivers damaged more than 200 hectares of land, including standing crops, and soil erosion at both the rivers has posed great threat to Magnang Village.  

PASIGHAT DIPRO ADDS: Meanwhile, Nari-Seren ZPM  K Dabi submitted a detailed reports to the high level team on properties lost and damaged in Nari-Seren area due to torrential rain.

According to the report, flood caused heavy damages to standing crops, irrigation system, drinking water supply system, roads and bridges, etc. Many irrigation channels have been either washed away or damaged, soils eroded and standing crops damaged, it informed. The school buildings of Government Hr. Sec. School Telam, Nari Town, Depi Primary School etc. were under threat due to heavy erosion.

East Siang DFDO informed that flood has caused major damage loss to the fish ponds in the districts, including  the govt. fish pond at Pasighat. Heavy mud deposits and siltation have occurred in the fish ponds and the fingerlings escaped due to breach of embankment, he informed.

Meanwhile, the Executive Engineer ( PWD) has informed that the Baily bridge over Tolon near Yagrung village is on verge of collapse and cautioned all to not try to cross the bridge with heavy or goods laden vehicle.

 

 

BJP expresses concern over death and devastation in NE flood

ITANAGAR, Sept 27: The Bharatiya Janata Party National President Nitin Gadkari  today expressed deep shock over the death  and  devastation caused by current flood in North East including Arunachal Pradesh, Assam and Sikkim.

In his presidential address at the ongoing BJP national executive cum national council meeting  at Suraj Khund, Haryana  today, Gadkari has urged the respective Govt of North East to formulate suitable policy  to fight disaster, particularly the  recurring flood. He however, expressed concern over  misuse of huge fund in NE region which is meant for development in grass root level.

The BJP president also lauded the activities and goodwill mission carried out by the North East India Sampark Cell (NEISC) of the party along with other like-minded organizations during the NE exodus in the southern states  after the  communal violence in Kokrajhar in Assam.  The  Party’s sampark cell reached out to the people of NE and concerned state Chief Ministers and state government machineries in Maharashtra, Andhra Pradesh, Karnataka and Gujarat etc. during the  hours of need which could instill confidence among the NE brothers and sisters. It also  provided food to NE people and visited railway stations during  the difficult times. He also lauded the goodwill mission carried out by the Karnataka Deputy Chief Minister R. Ashok  to several northeastern states during the NE exodus.

While referring to the recent violence in some district of Lower Assam including Kokrajhar, the BJP president categorically said that  the fight was not within Indian vrs Indian but it was a fight between Indians and Bangladeshi infiltrators. It is time that the state governments and Centre awake and take necessary measures beyond the vote bank politics  to protect the indigenous people.

Expressing hope that the BJP would form the next government, Gadkari said the party would unveil its India Vision 2025 document for the long term development of the country by the year end.

Meeting on special summary revision of electoral rolls

ITANAGAR, Sept 27:  Papum Pare District Election Officer (DEO) has instructed all the EROs and AEROs for strict implementation of the Special Summary Revision of both the general election and PR election as per schedule of the Election Commission of India  (ECI).

Addressing the EROs and AEROs in a meeting on Special Summary Revision of Electoral Rolls at district headquarters, Yupia near here today, the DEO requested all concerned to conduct the summary revision of Electoral Roll in a consolidated way since the revision is for general election and PR election as well.

While discussing on transfer of staff, who were appointed as BLOs, the DEO informed that the ECI has put a ban on transfer and posting of officers and staff till electoral roll revision process is over. The  directive received in this connection from the Govt. has been distributed to all concerned in the meeting.

Tarin Dakpe, ADC cum District Panchayat Development Officer (DPDO), while briefing about the summary revision of PR Electoral roll together with the revision of general election e/roll, advised all the administrative officers to conduct the revision process in a befitting manner.

Toko Babu, EAC (Election) Yupia presented the time schedule for the special summary revision of Electoral roll with reference to 1st January, 2011 as the qualifying date. He requested all the EROs and AEROs to present their views suggestions. All the Administrative Officers was also requested to collect the materials related to summary revision from election branch of this office.

Itanagar EAC J. Bomjen, while informing that one of the BLO appointed in his circle from UD department has been transferred from Itanagar, requested for his retention.

The DDSE, who was also present in the meeting informed about non materialization of transfer and posting orders of teachers in full as most of them got retention on medical and other grounds.

Meanwhile, the meeting decided, among others, that no claim and objection will be received in bulk and the EROs/AEROs can engage persons for election works for which only honorarium will be provided.

The meeting was conducted following direction of ECI as well as State Election Commissioner to conduct Special Summary Revision of Electoral Rolls of Panchayat constituencies of the state in sync with that of the Assembly Constituencies for preparation of more accurate and updated electoral rolls with qualifying date as on 01.01.2013.

The ERO and all the AEROs of Papum Pare district attended the meeting.

A similar meeting cum training programme for booth level officers and designated officers of Dambuk and Roing Assembly constituencies was held in Roing today, reports DIPRO

Lower Dibang Valley deputy commissioner and district election officer Garima Gupta called upon BLOs and DOs present to carry out their duties sincerely as per the ECI guidelines in order to prepare a transparent and error free Electoral Roll.

Describing them as the ground level functionaries of any election, she asked them to attend the training with sincerity and clarify any doubt during the training programme.

The EAC cum ERO M. Tato informed that the district has obtained 100 % EPIC and expressed the hoped that with continued and active participation and sincerity of the BLOs and DOs, the same record will be maintained.

Aalo, Sept 27: West Siang deputy commissioner Marnya Ete stressed on a comprehensive and foolproof disaster management plan for effectively managing any situation arising out of any natural disasters like earthquake, flood etc.

Attending a meeting on disaster management and preparedness today, the deputy commissioner gave emphasis on creating mass awareness and training about disasters and their preventive and management measures by conducting mock drills in all vulnerable places. He asked the DDMO to incorporate all fruitful suggestions by Army, ITBP and Police to formulate a concrete plan.

The Commanding Officer 19th Grenadier, Col. Chundawat reiterated Army’s readiness and service during any disaster.

The ITBP suggested alternative power supply during power crisis and stocking of disaster equipments in a central location for easy access.

Commandant 2nd APP Bn. Mari Riba stressed on road connectivity at all sectors and colonies for easy entry of fire tenders.

DSP of Police Doge Jini stressed on improving telephone network, procurement of additional WT sets, walkie talkie for easy communication among members and regulation of traffic at strategic locations.

APBRDA VC inspects Poma Bamboo Processing Centre

ITANAGAR, Sept 27: Arunachal Pradesh Bamboo Resources & Development Agency (APBRDA), vice chairman Yora Tagung has visited Poma Bamboo Processing Centre (PBPC) at Poma along with RK Taj, scientist & bamboo expert and Techi Ana, ASM cum chairperson of Poma BPC.

Established under the initiative of Governor, Gen. (Retd) J.J.Singh, the Poma BPC is a model organization for producing bamboo based handicrafts and handloom products. It aims to help poor people by providing employment and source of income to the people of Arunachal Pradesh.

Chairperson of the PBPC Techi Ana briefed the ground problem and its progress activities while RK Taj, scientist & bamboo expert of Deptt. of Environment & Forest has briefed  Yora Tagung on various Mechanism, requirements and infrastructure required to upgrade the Poma BPC into Common Facility Centre (CFC).

Tagung appreciated the bamboo based products of Poma BPC and committed full cooperation for the development of Poma BPC in future. He also visited the retail outlet of Poma BPC at Gohpur Tiniali, Chimpu.

AAPSU condemns brutal killing of ‘Oni’

ITANAGAR, Sept 27: The All Arunachal Pradesh Students Union (AAPSU) has condemned in the strongest term the brutal killing of 6-year-old ‘Oni’, a female tiger inside Itanagar Zoological Park and demanded stringent punishment for the culprits involved in it.

Holding the zoo officials, parliamentary secretary and concern minister responsible for the unfortunate incident, AAPSU president Takam Tatung in a release said: “It is their carelessness which led to the highly condemnable act which portrayed the image of whole of the state in poor light.”  

Questioning that as to how an endangered animal kept in well protected enclosure can be killed by miscreants, the apex  students body of the state demanded the authority to protect and ensure safety of all animals in the zoo.

 

Forum rejects clarification on airport site

ITANAGAR, Sept 27: The Banderdewa Cirlce Intellectual Forum (BCIF)  has rejected the clarification of   Arunachal Govt and Airport Authority of India on shifting of airport site from Karsingsa to Hollongi.

Informing that former executive director (planning) T K Das  had recommended Karsingsa for the construction of  airport, the Forum questioned as to why the present executive director (planning) rejected  the Karsingsa site and recommended Hollogi as new site for construction of the same.  The Forum further said  that  the Executive Director (planning) and technical officers should ‘negotiate’ with the BCIF if they  did not have ‘tie-up’ with  state Govt.

Claiming that former three chief ministers had accepted/recommended Karsingsa site for Greenfield airport, the Forum  said  there are enough land for future expansion of the  airport at Karsingsa. The  AAI team had demarcated 250 hectare (approx) of land only and  around 670 hectare of land are still available for future expansion, it said. If an airport could be constructed at Leh in J & K, why  it is not at Karsingsa, it questioned. It further said that Hollongi site is not a safer location for construction of such a big project. Political leaders are playing game over the issue for personnel gain, it added.

 

Partial restoration of Aalo-Yingkiong-Tuting road

YINGKIONG, Sept 27: Aalo-Yingkiong and Aalo-Tuting BRTF roads have been restored partially today while works for clearing the block points along Pasighat-Yingkiong PWD road was going on in war footing.

Upper Siang deputy commissioner Liyon Borang and Commander, 761- BRTF (GREF), P.M Singh are personally supervising road restoration works at the major block points.

While appreciating the BRTF officers, supervisors, operators and workers for restoration of Aalo- Yingkiong and Aalo-Tuting roads, the DC awarded cash to Bulldozer operator on the spot at 23 km in recognition of his tireless service. DIPRO

ADSU appeals for air-dropping essential commodities

ITANAGAR, Sept 27: Anjaw District Students Union (ADSU) has appealed to the state government for immediate air-dropping of essential commodities in flood devastated Anjaw district.

ADSU, in a release said that  there has been acute shortage of all essential items due to total disruption in road communication. The schools are on the verge of closure due to ration shortage compelling the students to run out of the hostels,  it said.

The ADSU team  also expressed grief and sorrow over loss of many precious lives in the current wave of flood and conveyed deep sense of the condolence the bereaved family to bear the irreparable loss.

 

Student found dead

ITANAGAR, Sept 27:  A first semester student of mass communication, Rajiv Gandhi University, identified as Tsering Ngoidup of Tawang, was found dead in a mysterious circumstance at his rented room at Bank Tinali on Wednesday, police said.  Investigating Officer SI Namchoom informed this daily that Tsering’s body was found dead around 4 pm after the relatives informed the police. He further disclosed that Tsering’s room was locked from inside and cause of death was appeared to be suicidal according to preliminary investigation.

The body was handed over to his relatives after medical formalities. An unnatural death case (No 19 under section of 174 CrPC) has been registered at Itanagar police station and investigation is on, he added.

Kurung Kumey demolish Upper Siang 9-0

ITANAGAR, Sept 27: Riding Machi Tassung’s hattrick, Kurung Kumey demolished Upper Siang 9-0 in the 11th Tadar Tang Memorial State Level Football Tournament at Rajiv Gandhi Stadium, Naharlagun today.

Tassung scored in 45th, 78th and 79th minutes to complete his hattrick.

Kurung Kumey team, which sought shot into lead 3 minutes into the match through Kipa Lal, scored at will in a lopsided match. After Lal scored his second goal in 19th minutes, there was no looking back for the team. Tai Kunia (36th min), Dari Kiran, (43rd min), Tai Bai (63rd min), Gyammar Appa (75th min) scored a goal each to complete the drubbing of their opponent. Tai Bai of Kurung Kumey was cautioned with a yellow card in 57th minute by the field referee.

In another match, West Siang went down fighting 1-3 to three times champion Lower Subansiri.

ASM dies, death mourned

ITANAGAR, Sept 27: All Karsang Welfare Society (AKWS) and All Hake Youth Welfare Association (AHYWA) condoled the untimely demise of Hake Takio (39), who died on September 26 at RK Mission Hospital, Itanagar.

Late Hake was allegedly hit by a Scorpio vehicle at NH 52-A near Papu Nalah at around 8.30 pm on September 26. He was taken to Niba Hospital, Naharlagun by an Auto Ricksaw Driver and later referred to RK Mission Hospital where the victim succumbed to his injuries at around 10.30 pm the same day.

Late Hake was an Anchal Samiti Member of Niobia Bangow, Pipsorang circle. He was presently residing at Ochang colony Damsite, Naharlagun and is survived by his wives, three sons and a daughter.

The members of both the society prayed almighty God for the eternal peace of the departed soul and termed the demise of Hake as a great loss to the society and the Tali constituency.

Meanwhile, AHYWA, appealed to the concerned authority to take stern action against the driver of the Scorpio and informed that FIR has been lodged at Naharlagun Police station in this regard.

 

Illegal stock of petrol, kerosine seized

Seppa, Sept 27: East Kameng district administration along with Police raided various shops in Seppa on September 25 and seized illegal stock of kerosine, petrol and beer.

The team led by town magistrate seized 164 litres of kerosine,150 litres of petrol, 29 bottles of beer and five empty drum of 20 litres capacity, reports DIPRO

 

Birth anniversary of Srimanta Sankardeva

NGOs urged to work in unison

ITANAGAR, Sept 27: The formal official inauguration cum foundation laying ceremony of Arunachal Civil Society, an NGO based at P-Sector here was held on September 25.

Attending the programme, Parliamentary Secretary (Education, Law, Legislative & Judicial) J K Panggeng  advised NGOs engaged in social welfare activities in backward places to maintain proper coordination with others for uplifting the society socially and economically.

AAPSU president Takam Tatung while highlighting the prevailing law and order situation in the state, urged the State Govt. to instill a sense of safety and security among the citizens by properly maintaining law and order.

ANSU president Sikka Gapak talked about state’s education scenario and opined that govt’s transfer and posting policy should be on need base basis.

The chairman of Arunachal Citizen Right has said that collective effort is required for welfare of its people.

New  Dean takes charge

ITANAGAR, Sept 27: Eminent Scientist of Indian Institute of Vegetable Research (IIVR), ICAR Varanasi, Dr. Ajai Kumar Pandey has joined as a new Dean of the “College of Horticulture and Forestry, Pasighat, Arunachal Pradesh on September 20 last.

Delivering a lecture to the staff and students of this college on the first day, Dr Pandey said that he will dedicate all his efforts for the development of the college. He also expresses his desire to co-ordinate with various top rank institutes both national and international, in assisting the College of Horticulture and Forestry to become one of the top most institutions in the near future.

Dr. Pandey has authored number of books in agricultural related areas, published numbers of research papers, famous articles, book chapters in nationally and internationally acclaimed journals. He has also been awarded with Rajbhasa Puraskar, Rajiv Gandhi Gyan-Vigyan Purskar, best paper presentation award, young scientist award etc. for outstanding contributions.

 

Five Arunachalees participate in IYEP

ZIRO, Sept 27: Five Arunachalees participated in a month-long International Youth Exchange Programme at Seoul, South Korea aimed at cultivating mutual understanding amongst the participants from the various countries.

The month long programme was also coupled with agriculture and culture tours. Talks and discussion on leadership and character building, economic patterns across the world were held.

 “The experience was quite enriching as there were participants from across the globe,” commented Bamin Kano, the leader of the Arunachal contingent. Our youths need to learn and disseminate experiences and the knowledge gained to other fellow contemporaries, he added.

The Arunachalee team which returned to the country last week, included Bamin Kano (group leader), Tana Anni from Papum Pare, Asen Ramra from Tirap, Nani Lajie and Mudang Laling from Lower Subansiri district.

Around 5000 delegates from various countries, including USA, China, Japan, Philippines, Indonesia, Thailand, Veitnam, Finland, Combodia, Australia, Mongolia, Switzerland and Taiwan took part. DIPRO

 

PPWC unhappy with power scenario

ITANAGAR, Sept 27: Pasighat People's Welfare Committee (PPWC) expressed its displeasure at state government alleged failure to fulfill its commitment to improve power scenario of Pasighat area.

The high power committee constituted by Government of Arunachal Pradesh in a meeting at DC’s office conference hall, Pasighat on June 21 last had assured improvement of power scenario within 90 days. But their assurance remained a lip service, PPWC chairman Okom Yosung said.

Taking note of lackadaisical attitude of the government, the PPWC has decided to organize a general public meeting at Pasighat Solung Ground on October 1 to decide the future course of action and its 72 hrs Pasighat bandh.

The committee appealed to all senior citizens, Government Officers/Officials, NGO's, Students leaders and Union activists, public leaders and panchayats leaders to attend the said discussion positively.

 

NSUI team visits border area of Upper Subansiri

ITANAGAR, Sept 27: State Unit of National Students Union general secretary Lakto Gingba Nalo along with members of Upper Subansiri District NSUI unit visited border areas of Upper Subansiri District.

The unit expressed its disappointment over  the slow progress of BRO road construction work to Taksing circle and miserable road condition of Upper Subansiri District.

It said that people of Taksing circle are facing tremendous problems, even they cannot access to basic amenities due to absence of road link.

It appealed to the BRO to immediately complete the Road construction work to Taksing and renovate Limeking circle road.Once the road connectivity is materialized, Taksing would be the one of the most visited tourist spot of the state, it said.

Effort on to achieve the MDGs

The UN has launched ‘Education First initiative’ under the Millennium Development Goals (MDGs). It also secured $1.5 billion in commitments to increase access to, and the quality of, education for children worldwide. The initiative seeks to answer the call of parents everywhere for the schooling their children deserve from the earliest years to adulthood and it will focus on three priorities over the next five years. These priorities are: putting every child in school, improving the quality of learning and fostering global citizenship through education.

At the end of the 1990s, 108 million children of primary school age were not enrolled in schools. That number has fallen to 61 million today, according to the UN Educational, Scientific and Cultural Organization’s (UNESCO) global monitoring report.

There is still much left to do to help achieve universal primary education, said UN Secretary-General Ban Ki-moon while urging the global community to step up the efforts in achieving the anti-poverty targets, known as the Millennium Development Goals, before the target date of 2015.

“We must spare no effort to achieve the MDGs by 2015. We have three years and three months. We must intensify our work. This is our collective responsibility,” he said.

Among the countries that pledged to intensify their support for Education First are Australia, Bangladesh, South Africa, Timor-Leste and Denmark. From the private sector, the Western Union Foundation and the Master Card Foundation pledged to give grants for economically disadvantaged students from the African continent so they can complete their education.

LPG crisis hits Dumporijo people

Dear Editor,

Through your esteemed daily, I would like to highlight the problems being faced by the Dumporijo Govt staff, students and  general public due to shortage of LPG  and PDS items.

Dumporijo, an ADC Headquarter in Upper Subansiri district, is considered as one of the important towns next to district Headquarter Daporijo. Despite its importance, the people of Dumporijo are deprived of  Govt facilities, particularly  in distribution of LPG and PDS items.

It has been observed that since the opening of ADC headquarter, the supply of essential items are not up to the mark and for last many years, the Dumporijo people, including Govt staff, students  are  facing  several problems due to inadequate supply of Gas cylinder and PDS commodities.

The situation has been deteriorating due to lack of proper transportation facilities in between Daporijo  and Dumporijo. The poor customers are compelled to pay Rs. 2000  for a cylinder from outside area.

Therefore, I request the state Govt to look into it and find a solution to mitigate the problems of Dumporijo people.
