ITANAGAR, Sept 27: The failure of capital police to protect media houses and journalists in Arunachal was today raised by Trinamool Congress MLA Laeta Umbrey in the floor of the Assembly today.
Participating in the question hour, Umbrey, one of the most vocal opposition leaders, asked why state government did not took any steps knowing very well in the month of October 2010 that Tongam Rina, the associate editor of The Arunachal Times (AT) was given death threat by unknown people.
Umbrey further said that despite state government assuring all possible security to media houses in the wake of attack on Rina, the criminals attacked two employees of AT on September 11 virtually challenging the security officials of capital. Umbrey asked whether any arrest has been made in connection with shooting of Tongam and what are the steps taken by state government to provide security to media personnel of state?
Responding to the question, Chief Minister Nabam Tuki, who is also holding the charge of Home Minister informed that no arrest has been made so far in shooting incident. However, he said, state police have interrogated 13 suspected persons and 10 witnesses have also been examined till now. The investigation officer has seized the bullet which was fired upon Rina and the same has been sent to FSL for expert opinion, the CM informed. He further added that the case has been handed over to Central Bureau of Investigation (CBI) for further investigation.
Tuki also stated that as part of security measure to media houses, government has deployed police constable at all media houses from 1 PM to 11 PM as per the demand of Arunachal Press Club and Arunachal Pradesh Union of Working Journalist (APWUJ). The Arunachal Times has been provided armed guards round the clock, CM further informed.
Govt constitutes committee on Panchayat poll

ITANAGAR, Sept 27: The Arunachal Pradesh government has constituted a committee to examine the constitutional provision and rulings of Supreme Court and high courts on holding or deferment of panchayat elections, Chief Minister Nabam Tuki informed the assembly today.
An early decision would be taken on the conduct of panchayat election in the state after the government examined the report of the committee headed by Panchayati Raj secretary B R Babu which was likely to submit it by October 10, the chief minister said. Tuki, quoting Article 243E of the Constitution said that the tenure of panchayati Raj has been fixed for five years and election should be held immediately after completion of the term. "As per Election Commission guidelines, panchayat elections cannot be deferred unless there is an emergency related to law and order and natural calamity," Tuki said.

that delimitation should be done by the state election commission as per Centre's

Responding to the question during question hour raised by Trinamool Congress member Laeta Umbrey, Tuki while admitting large scale encroachment on government land especially in the capital complex and district headquarters informed that the state cabinet recently decided to regularize such land to stop encroachment. The state government has already constituted a committee to examine encroachment in government land and will take action accordingly after the committee submits its report, Tuki said. He said, the state government had already framed policies and plans for urban township and city development and also enacted building construction laws.
Raising the question in the house Umbrey said that the cabinet decision was misinterpreted by the people and they went on encroaching available land within government quarters which raised public outcry. He called on state government to withdraw the unpopular decision taken by cabinet to regularize the encroachment land. Instead, he suggested ruling government to frame stringent law so that no one dares to encroached government land. ANSU resents poor educational infrastructure
ITANAGAR, Sept 27: Pall of gloom descended over a team of All Nyishi Students Union (ANSU) members when they undertook a week long ‘educational, health and social awareness tour’ at the nook and crannies of East Kameng, often dubbed as one of the most backward districts of Arunachal Pradesh.
Poorly maintained schools devoid of windows, doors, table, benches and even rooftop greeted them when they visited schools of the district. Barring few schools such as the Kasturba Gandhi Balika Vidyalaya in Chayangtajo and Eklavya Model Residential School at Bana (constructed through a central govt fund) rest are skeletal structures of a normal school building.

FCI clarifies AAPSU’s allegation
ITANAGAR, Sept 27: The Executive Director (NE) Pinuel Basumatary did not make any allegation against AAPSU in his ‘report’ to CMD, FCI in connection with Anupam Lahiri, General Manager, FCI AP region, clarified, General Manager (NE) , Zonal Office, FCI, Guwahati.
“ The ED had written to CMD, FCI based on reports from GM, AP Region, and S K Saheb, Deputy General Manager, Itanagar. The immediate reason for the communication was a nasty incident of physical assault on an FCI staff in Itanagar on September 3, 2012,” the GM said in a release.
The ED had reported the said incident of 3rd September to Chief Secretary, AP requesting him to provide security to FCI staff in Itanagar. It is his responsibility as head of FCI’s North East Zone comprising all the North Eastern States, to ensure that FCI officers are safe in the discharge of their duties.
The ED has indeed devoted himself since his taking over the responsibility to improving
the availability of PDS stock in the State and continues to monitor and support the
performance of the Regional Office at Itanagar on a daily basis. His effort has borne
fruits which is evident from the improvement in induction, issue of stock to PDS,
and stock in the godowns in the State. The average godown capacity utilization in
September 2011 was 21% which had declined in December to as low as 7%. In contrast,
the utilization as of 25 September 2012 has increased to 76% -
“As regards to quantity of allocations of rice, wheat and sugar not being enhanced despite increased population, it clarified that allocations are made by Government of India based on State Government proposals. FCI’s responsibility is to implement Government’s decisions in this regard.”
Regarding the demand from AAPSU for regularization of State Government employees working in FCI on deputation, the release clarified that it is a policy matter of Government of India. It further appreciated AAPSU for condemning attack on FCI staff.
It is affirmed that FCI will continue to perform its mandate for supplying PDS foodgrains to all states and there is no question of not serving the people of any state, the release added.

The people including the PR leaders of the area, in a written statement, stated that the proposed BG railway line would severely affect the poor farmers, who are fully dependant on agricultural activities. According to them, the recent survey/alignment carried out by NF Railway early this year covered a large portion of WRC fields and horticulture gardens belonging to indigenous farmers of villages in Ruksin, Silley and Pasighat circles. They also said that the proposed railway would render many poor villagers landless.

Meanwhile, the RSALOC moved the higher ups of the Indian Railway authority to construct the BG railway as per survey conducted in 1969 or 1974. It said that the common people have no complaint to execute the project along the routes indicated in the earlier surveys.
It may be mentioned that the Northeast Frontier Railway (NFR) authority started survey
for gauge conversion work from September last year. Sources said that construction
of the BG line is scheduled to be completed by the last part of January next year.
The BG railway is said to be extended up to historical Pasighat town of Arunachal,
located at a rail route distance of 26.5 km from Murkongselek in Assam out of which

2 bodies recovered at Lohit, toll rises to five
Tezu, Sept 27: The bodies of Swapna Thapa, who was caught in landslide at Tidding few days back, and another person Badang Chai, who was swept away by flood water of Durra nallah in the current flood were found today.
The body of Swapna was recovered from Kalikhola, below the confluence of Lohit and Digaru rivers while the body of Badang was recovered from Changliang area, informed Lohit district administration in a release adding that search operation for a missing person was on.
With the recovery of the bodies, the death toll in current flood in Lohit rose to five.
Briefing about the latest flood situation in the district, the release informed that people who had taken shelter in relief camps, have started to return to their homes barring people from two relief camps in Mahadevpur. The district administration has prepared plans to provide immediate relief to those victims, who were rendered homeless in the flood.
Road communication to Tezu remained still cut off from the rest of the country for the ninth consecutive day today. However, BRO is working on war footing to restore road communication. Water supply and electricity are yet to be restored in Tezu and Sunpura which might take a month or two as electric poles have been uprooted and mini hydel projects damaged.
Normal life is adversely affected due to acute shortage of all essential items, including kerosine and cooking gas. Potable water supply is maintained through water tankers to various localities in the township.
Veterinary team have been rushed to Namsai where there was report of livestock ailments. Medical teams are also working in entire district to control outbreak of diseases after the floods.

According to the report, flood caused heavy damages to standing crops, irrigation system, drinking water supply system, roads and bridges, etc. Many irrigation channels have been either washed away or damaged, soils eroded and standing crops damaged, it informed. The school buildings of Government Hr. Sec. School Telam, Nari Town, Depi Primary School etc. were under threat due to heavy erosion.
East Siang DFDO informed that flood has caused major damage loss to the fish ponds in the districts, including the govt. fish pond at Pasighat. Heavy mud deposits and siltation have occurred in the fish ponds and the fingerlings escaped due to breach of embankment, he informed.

BJP expresses concern over death and devastation in NE flood
ITANAGAR, Sept 27: The Bharatiya Janata Party National President Nitin Gadkari today expressed deep shock over the death and devastation caused by current flood in North East including Arunachal Pradesh, Assam and Sikkim.

Meeting on special summary revision of electoral rolls
ITANAGAR, Sept 27: Papum Pare District Election Officer (DEO) has instructed all the EROs and AEROs for strict implementation of the Special Summary Revision of both the general election and PR election as per schedule of the Election Commission of India (ECI).
Addressing the EROs and AEROs in a meeting on Special Summary Revision of Electoral Rolls at district headquarters, Yupia near here today, the DEO requested all concerned to conduct the summary revision of Electoral Roll in a consolidated way since the revision is for general election and PR election as well.
While discussing on transfer of staff, who were appointed as BLOs, the DEO informed that the ECI has put a ban on transfer and posting of officers and staff till electoral roll revision process is over. The directive received in this connection from the Govt. has been distributed to all concerned in the meeting.
Tarin Dakpe, ADC cum District Panchayat Development Officer (DPDO), while briefing about the summary revision of PR Electoral roll together with the revision of general election e/roll, advised all the administrative officers to conduct the revision process in a befitting manner.
Toko Babu, EAC (Election) Yupia presented the time schedule for the special summary revision of Electoral roll with reference to 1st January, 2011 as the qualifying date. He requested all the EROs and AEROs to present their views suggestions. All the Administrative Officers was also requested to collect the materials related to summary revision from election branch of this office.
Itanagar EAC J. Bomjen, while informing that one of the BLO appointed in his circle from UD department has been transferred from Itanagar, requested for his retention.
The DDSE, who was also present in the meeting informed about non materialization of transfer and posting orders of teachers in full as most of them got retention on medical and other grounds.
Meanwhile, the meeting decided, among others, that no claim and objection will be received in bulk and the EROs/AEROs can engage persons for election works for which only honorarium will be provided.
The meeting was conducted following direction of ECI as well as State Election Commissioner to conduct Special Summary Revision of Electoral Rolls of Panchayat constituencies of the state in sync with that of the Assembly Constituencies for preparation of more accurate and updated electoral rolls with qualifying date as on 01.01.2013.

Aalo, Sept 27: West Siang deputy commissioner Marnya Ete stressed on a comprehensive and foolproof disaster management plan for effectively managing any situation arising out of any natural disasters like earthquake, flood etc.
Attending a meeting on disaster management and preparedness today, the deputy commissioner gave emphasis on creating mass awareness and training about disasters and their preventive and management measures by conducting mock drills in all vulnerable places. He asked the DDMO to incorporate all fruitful suggestions by Army, ITBP and Police to formulate a concrete plan.

ITANAGAR, Sept 27: Arunachal Pradesh Bamboo Resources & Development Agency (APBRDA), vice chairman Yora Tagung has visited Poma Bamboo Processing Centre (PBPC) at Poma along with RK Taj, scientist & bamboo expert and Techi Ana, ASM cum chairperson of Poma BPC.
Established under the initiative of Governor, Gen. (Retd) J.J.Singh, the Poma BPC is a model organization for producing bamboo based handicrafts and handloom products. It aims to help poor people by providing employment and source of income to the people of Arunachal Pradesh.

ITANAGAR, Sept 27: A first semester student of mass communication, Rajiv Gandhi University, identified as Tsering Ngoidup of Tawang, was found dead in a mysterious circumstance at his rented room at Bank Tinali on Wednesday, police said. Investigating Officer SI Namchoom informed this daily that Tsering’s body was found dead around 4 pm after the relatives informed the police. He further disclosed that Tsering’s room was locked from inside and cause of death was appeared to be suicidal according to preliminary investigation.
The body was handed over to his relatives after medical formalities. An unnatural death case (No 19 under section of 174 CrPC) has been registered at Itanagar police station and investigation is on, he added.

ASM dies, death mourned
ITANAGAR, Sept 27: All Karsang Welfare Society (AKWS) and All Hake Youth Welfare Association (AHYWA) condoled the untimely demise of Hake Takio (39), who died on September 26 at RK Mission Hospital, Itanagar.
Late Hake was allegedly hit by a Scorpio vehicle at NH 52-
Late Hake was an Anchal Samiti Member of Niobia Bangow, Pipsorang circle. He was presently residing at Ochang colony Damsite, Naharlagun and is survived by his wives, three sons and a daughter.
The members of both the society prayed almighty God for the eternal peace of the departed soul and termed the demise of Hake as a great loss to the society and the Tali constituency.
Meanwhile, AHYWA, appealed to the concerned authority to take stern action against the driver of the Scorpio and informed that FIR has been lodged at Naharlagun Police station in this regard.
Illegal stock of petrol, kerosine seized
Seppa, Sept 27: East Kameng district administration along with Police raided various shops in Seppa on September 25 and seized illegal stock of kerosine, petrol and beer.

PPWC unhappy with power scenario
ITANAGAR, Sept 27: Pasighat People's Welfare Committee (PPWC) expressed its displeasure at state government alleged failure to fulfill its commitment to improve power scenario of Pasighat area.
The high power committee constituted by Government of Arunachal Pradesh in a meeting at DC’s office conference hall, Pasighat on June 21 last had assured improvement of power scenario within 90 days. But their assurance remained a lip service, PPWC chairman Okom Yosung said.
Taking note of lackadaisical attitude of the government, the PPWC has decided to organize a general public meeting at Pasighat Solung Ground on October 1 to decide the future course of action and its 72 hrs Pasighat bandh.
The committee appealed to all senior citizens, Government Officers/Officials, NGO's, Students leaders and Union activists, public leaders and panchayats leaders to attend the said discussion positively.
NSUI team visits border area of Upper Subansiri
ITANAGAR, Sept 27: State Unit of National Students Union general secretary Lakto Gingba Nalo along with members of Upper Subansiri District NSUI unit visited border areas of Upper Subansiri District.
The unit expressed its disappointment over the slow progress of BRO road construction work to Taksing circle and miserable road condition of Upper Subansiri District.
It said that people of Taksing circle are facing tremendous problems, even they cannot access to basic amenities due to absence of road link.
It appealed to the BRO to immediately complete the Road construction work to Taksing and renovate Limeking circle road.Once the road connectivity is materialized, Taksing would be the one of the most visited tourist spot of the state, it said.

Effort on to achieve the MDGs
The UN has launched ‘Education First initiative’ under the Millennium Development Goals (MDGs). It also secured $1.5 billion in commitments to increase access to, and the quality of, education for children worldwide. The initiative seeks to answer the call of parents everywhere for the schooling their children deserve from the earliest years to adulthood and it will focus on three priorities over the next five years. These priorities are: putting every child in school, improving the quality of learning and fostering global citizenship through education.
At the end of the 1990s, 108 million children of primary school age were not enrolled in schools. That number has fallen to 61 million today, according to the UN Educational, Scientific and Cultural Organization’s (UNESCO) global monitoring report.
There is still much left to do to help achieve universal primary education, said

LPG crisis hits Dumporijo people
Dear Editor,
Through your esteemed daily, I would like to highlight the problems being faced by the Dumporijo Govt staff, students and general public due to shortage of LPG and PDS items.
Dumporijo, an ADC Headquarter in Upper Subansiri district, is considered as one of the important towns next to district Headquarter Daporijo. Despite its importance, the people of Dumporijo are deprived of Govt facilities, particularly in distribution of LPG and PDS items.
It has been observed that since the opening of ADC headquarter, the supply of essential items are not up to the mark and for last many years, the Dumporijo people, including Govt staff, students are facing several problems due to inadequate supply of Gas cylinder and PDS commodities.
The situation has been deteriorating due to lack of proper transportation facilities in between Daporijo and Dumporijo. The poor customers are compelled to pay Rs. 2000 for a cylinder from outside area.
Therefore, I request the state Govt to look into it and find a solution to mitigate the problems of Dumporijo people.
